Man has a duty to protect wild plants and animals and to preserve their biological diversity, provided they do not disturb the regional ecological balance or cause manifest harm to humans. 2. (English version) Chapter 14: Peacekeeping and Aerospace Vigilance THE AEROSPACE GUARD Article 81 1. The World Commonwealth organizes the Aerospace Guard as a standing force for the purpose of terrestrial air defense and outer space surveillance and reconnaissance. 2. (English version) Chapter 13: Peaceful Settlement of Disputes THE JUDICIAL COUNCIL Article 69 1. The Judicial Council shall be the sole and final authority to hear appeals against decisions of the Grand-Zonal Judicial Commission. 2. The Judicial Council shall be established whenever an appeal is filed, solely to hear the case in question. 3. The Judicial Council shall be composed of nine Zones, selected by lottery by the General Assembly from among the Zones included in the Grand-Zone in which the party to the appeal is not included. 4. (English version) Chapter 13: Peaceful Settlement of Disputes GENERAL PROVISIONS Article 64 1. When any Zone concerned that recognizes the occurrence of a dispute between Zones constituting the World Commonwealth or between forces within a Zone that could lead to armed conflict, it must notify the Peace Council, the General Assembly and the Plenipotentiary Conference of the occurrence of the dispute. 2. When a territorial subject not included in the World Commonwealth recognaizes the occurrence of a dispute that could lead to armed conflict to which it is a party, it may request the Peace Council and the General Assembly to settle the dispute, provided that it accepts in advance the obligation for peaceful settlement of the dispute as provided for in this Charter.   (English version) Chapter 12: The Peace Council VOTING Article 60 1. Each member Zone and associate member Zone of the Peace Council shall have one vote. 2. Decisions of the Peace Council shall be made by an affirmative vote of more than two-thirds of the member Zones and th majority of the associate member Zones. 3. Decisions of the Peace Council on matters of high urgency shall be made by a majority vote of the member Zone and the associate member Zone. In this case, the determination as to whether or not there is an emergency shall be decided by two-thirds or more of the the member Zones. 4. In dispute cases, Zones recognized as parties to the conflict must abstain from any decisions of the Peace Council regarding the dispute. Regarding the recognition of parties to a dispute, the provisions of paragraph 2 shall apply. 5.
