Chapter 12: The Peace Council
Article 60
1. Each member Zone and associate member Zone of the Peace Council shall have one vote.
2. Decisions of the Peace Council shall be made by an affirmative vote of more than two-thirds of the member Zones and th majority of the associate member Zones.
3. Decisions of the Peace Council on matters of high urgency shall be made by a majority vote of the member Zone and the associate member Zone. In this case, the determination as to whether or not there is an emergency shall be decided by two-thirds or more of the the member Zones.
4. In dispute cases, Zones recognized as parties to the conflict must abstain from any decisions of the Peace Council regarding the dispute. Regarding the recognition of parties to a dispute, the provisions of paragraph 2 shall apply.
5. Decisions of the Peace Council on procedural matters shall be taken by a two-thirds vote in favor of the member Zone and the associate member Zone.
PROCEDURE
Article 61
1. The Peace Council shall be so organized as to be able to function continuously. Each member Zone and associate member Zone of the Peace Council shall for this purpose be represented at all times at the seat of the Council.
2. The Peace Council shall hold meetings as necessary. It shall be convened by the General Assembly or by the Plenipotentiary Conference or by one of the member Zones.
3. If it is impracticable to meet at its seat, the Peace Council may meet at such other place as it deems most convenient for the performance of its functions. For its decisions, the provisions of paragraph 3 of the preceding article shall apply.
Article 62
1.The Chair of the Council shall be elected by lottery from among the member Zones. Other rules of procedure shall be adopted by the Council.
2. The Council may establish such subsidiary bodies as it deems necessary to carry out its duties.
Article 63
1. Any member of the World Commowealth which is not a member or associate member of the Peace Council may participate without vote in the discussion of any question referred to the Peace Council whenever the Council considers that the interests of such member are particularly affected thereby.
2. Any member of the World Commonwealth which is not a member or associate member of the Peace Council, or any governing entity not included in the World Commonwealth, that is a party to the dispute under consideration by the Peace Council shall be invited to participate without vote in the discussion of that dispute. The Council shall establish fair conditions for the participation of governing entities not included in the World Commonwealth.

Artikolo 60
1. Ĉiu membra Zono kaj asocia membra Zono de la Konsilio pri Paco havos unu voĉdonon.
2. La decidoj de la Konsilio pri Paco estas farataj per jesa voĉdono de pli ol du trionoj de la membraj Zonoj kaj la plimulto de la asociaj membraj Zonoj.
3. Decidoj de la Konsilio pri Paco pri aferoj de alta urĝeco fariĝos per plimulta voĉdono de la membra Zono kaj de la asocia membra Zono. En ĉi tiu kazo, la determino pri tio, ĉu estas aŭ ne kriz-okazo deciditaj de du trionoj aŭ pli el la membraj Zonoj.
4. En disputaj kazoj, zonoj agnoskitaj kiel partioj al la konflikto devas sindeteni de iuj decidoj de la Konsilio pri Paco pri la disputo. Koncerne la agnoskon de partioj al disputo, la dispozicioj de alineo 2 validas.
5. Decidoj de la Konsilio pri Paco pri proceduraj aferoj estas prenitaj per voĉdono de du trionoj favore al la membra Zono kaj la asocia membra Zono.
PROCEDURO
Artikolo 61
1. La Konsilio pri Paco estas tiel organizita, ke povu funkcii senĉese. Ĉiu membra Zono kaj asocia membra Zono de la Konsilio pri Paco devas por ĉi tiu celo esti ĉiam reprezentataj ĉe la sidejo de la Konsilio.
2. La Packonsilio okazigas kunsidojn laŭbezone. Ĝi estas kunvokita de la Ĝenerala Asembleo aŭ de la Plenrajta Konferenco aŭ de unu el la membraj Zonoj.
3. Se estas nepraktikeble kunsidi en sia sidejo, la Konsilio pri Paco povas kunsidi en tia alia loko, kiun li opinias plej oportuna por la plenumado de siaj funkcioj. Por ĝiaj decidoj aplikiĝas la dispozicioj de la paragrafo 3 de la antaŭa artikolo.
Artikolo 62
1. La Prezidanto de la Konsilio estas elektita per loterio el la membra Zonoj. Aliaj reguloj estas adoptitaj de la Konsilio.
2. La Konsilio povas establi tiajn filiajn korpojn, kiujn ĝi opinias necesaj por plenumi siajn devojn.
Artikolo 63
1. Ĉiu membro de la Monda Komunumo, kiu ne estas membro aŭ asocia membro de la Konsilio pri Paco, povas partopreni sen voĉdono en la diskuto pri iu demando al la Konsilio pri Paco kiam ajn la Konsilio konsideras, ke la interesoj de tia membro estas precipe tuŝitaj per tio.
2. Ĉiu membro de la Monda Komunumo, kiu ne estas membro aŭ asocia membro de la Konsilio pri Paco, aŭ iu ajn reganta ento ne inkluzivita en la Monda Komunumo, tio estas partio por la disputo pripensita de la Konsilio pri Paco estos invitita partopreni sen voĉdono en la diskuto pri tiu disputo. La Konsilio starigos justajn kondiĉojn por partopreno de regantaj entoj ne inkluzivitaj en la Monda Komunumo.
