(English version) Chapter 11: Permanent Peace RENUNCIATION OF WAR Article 36 The peoples united in the World Commonwealth, regard all war and war-like acts or the threat or use of force, regardless of what name, reason or form, as a historic evil that threatens the survival of humankind and the sustainability of the planet, and will forever abolish them. ABOLITION OF ARMAMENTS Article 37 1. In order to achieve the aims of the preceding Article, the constituent Zones of the World Commonwealth shall not maintain any armaments, whether as weapons or armed forces or under any other designation. 2. Any member Zones which still possesses armaments at the time this Charter comes into force shall promote the prompt disarmament in accordance with the provisions of a treaty to be established separately. 3. (English version) Chapter 10: Transnational Management of Natural Resources WORLD NATURAL RESOURCES ORGANIZATION Article 49 1. The World Natural Resources Organization is a specialized organization responsible for the unified and comprehensive conservation, development and use of the earth's mineral resources. 2. The World Natural Resources Organization is governed by an Executive Board and a Secretariat. 3. The Director-General shall at all times serve as a member of Senior Board of Directors of the World Economic Planning Organization. Article 50 1. The World Natural Resources Organization will establish the Petroleum Resources Commission as a subsidiary body to take charge of ecologically sustainable management of petroleum resources. 2. The Petroleum Resources Commission's primary mission is to coordinate oil field development in order to reduce dependence on petroleum energy. (English version) Chapter 10: Transnational Management of Natural Resources PRINCIPLES Article 45 The natural resources of the earth, with the exception of soil and genetic resources, are essentially the common property of the peoples of the earth, and their conservation, development and utilization shall be the responsibility of the World Commonwealth and shall carried out in an ecologically sustainable manner. Article 46 The constituent Zones in which the natural resources referred to in the preceding Article are deposited shall have the right and obligation to cooperate with the World Commonwealth in the conservation, development and utilization of the various natural resources. (English version) Chapter 9: Sustainable Energy RENEWABLE ENERGY TREATY Article 38 The world Commonwealth, through its treaty, shall obliges its members to promote the development and dissemination of ecologically sustainable energy. WORLD RENEWABLE ENERGY AGENCY  Article 39 1. The World Commonwealth shall establish the World Renewable Energy Agency for the purpose of developing and disseminating ecologically sustainable renewable energy technologies. 2. The body referred to in the preceding paragraph shall be joint administrative body of the General Assembly. (English version) Chapter 8: World Economic Planning EFFECT AND IMPLEMENTATION OF THE PLAN Article 33 1. After the General Assembly has adopted the World Economic Plan, it shall immediately transmit it to the Plenipotentiary Conference. The Plenipotentiary Conference upon receiving it shall sign it for effect within three days. 2. The World Economic Plan signed by the Plenipotentiary Conference shall enter into effect on the day after its signing. Article 34 1. The Permanent Representatives Plenipotentiary of each Grand-Zone shall issue a directive to implement the World Economic Plan which has entered into force for all the Zones embraced within each Grand-Zone. 2. (English version) Chapter 8: World Economic Planning WORLD ECONOMIC PLANNING ORGANIZATION Article 29 1. The World Commonwealth shall establish a World Economic Planning Organization to develop a global economic plan that guarantees ecological sustainability. 2. The World Economic Planning Organization shall be governed by a Senior Board of Directors composed of representatives of the world organizations in each of the key industrial sectors, the Secretary General of the Grand-Zonal Economic Cooperation Council, and other designated members. 3. A Committee of Experts shall be established as an internal organization to provide professional assistance to the operation of the Organization by the Senior Board of Directors. Article 30 1. (English version) Chapter 7: The Sustainability Council   VOTING Article 24 1. Each member of the Council shall have one vote. 2. Decisions of the Council shall be taken by a majority of the members of the  Council present and voting. In case of a tie, the decision will be delegated to the Plenipotentiary Conference. 3. The Council shall solicit comments from the observer member of the Council before making a decision. PROCEDURE Article 25 1. The Council shall be so organized as to be able to function continuously.  2. The Council shall hold periodic meetings at which each of its members may, if it so desires, be presented by some specially designated representative. 3. In addition to holding regular meetings, the Council may meet as necessary in accordance with the regulations.
