Chapter 7: The Sustainability Council

Article 24

1. Each member of the Council shall have one vote.

2. Decisions of the Council shall be taken by a majority of the members of the  Council present and voting. In case of a tie, the decision will be delegated to the Plenipotentiary Conference.

3. The Council shall solicit comments from the observer member of the Council before making a decision.

PROCEDURE

Article 25

1. The Council shall be so organized as to be able to function continuously. 

2. The Council shall hold periodic meetings at which each of its members may, if it so desires, be presented by some specially designated representative.

3. In addition to holding regular meetings, the Council may meet as necessary in accordance with the regulations. These rules shall include provisions for the convening of meetings at the request of a majority of the members or at the request of the Plenipotentiary Conference.

Article 26

1. The Chair of the Council shall be elected by lottery from among the members for a one-year term.

2. The Council shall adopt rules of procedure for its business.

Article 27

The Council may establish such subsidiary bodies or subordinate organizations as are necessary for the performance of its duties.

Article 28

1. The Council may make appropriate arrangements for consultation with private organizations concerned with matters within its jurisdiction. Such arrangements may be made with transnational organizations and, where necessary, after consultation with the relevant Zone, with civil organizations within that Zone.

2. The arrangement referred to in the preceding paragraph shall be subject to the condition that the objectives and operations of the organization concerned are compatible with the objectives and activities of the World Commonwealth.

3. If the Council recognizes that a private organization with which it has entered into an agreement has been involved in illegal or unjust activities, it may terminate the arrangement after giving the organization an opportunity to defend itself.

Ĉapitro 7: La Konsilio pri Daŭripovo

Artikolo 24

1. Ĉiu membro de la Konsilio havas unu voĉon.

2. La decidoj de la Konsilio estas prenitaj per plimulto de la ĉeestantaj kaj voĉdonantaj membroj de la Konsilio. En kazo de egaleco, la decido estos delegita al la Plenrajta Konferenco.

3. La Konsilio petas komentojn de la observanto de la Konsilio antaŭ ol fari decidon.

PROCEDURO

Artikolo 25

1. La Konsilio estas organizita tiel, ke povu funkcii senĉese.

2. La Konsilio okazigas periodajn kunsidojn, en kiuj ĉiu el siaj membroj povas, se ĝi deziras, esti prezentita de iu speciale designita reprezentanto kun teknika kompetenteco.

3. Krom okazigo de regulaj kunsidoj, la Konsilio povas kunsidi laŭbezone laŭ la regularo. Ĉi tiuj reguloj inkluzivas dispoziciojn por kunvoko de kunvenoj laŭ peto de plimulto de la membroj aŭ laŭ peto de la Plenrajta Konferenco.

Artikolo 26

1. La Prezidanto de la Konsilio estas elektita per loterio el inter la membroj por unujara mandato.

2. La Konsilio alprenas regularon pri siaj aferoj.

Artikolo 27

La Konsilio povas starigi tiajn helpajn organojn aŭ malĉefajn organizaĵojn, kiuj estas necesaj por la plenumado de siaj devoj.

Artikolo 28

1. La Konsilio povas fari konvenajn aranĝojn por konsulti kun privataj organizaĵoj koncernataj pri aferoj en sia jurisdikcio. Tiaj aranĝoj povas esti faritaj kun transnaciaj organizaĵoj kaj, se necese, post interkonsiliĝo kun la koncerna Zono, kun civilaj organizaĵoj ene de tiu Zono.

2. La aranĝo menciita en la antaŭa alineo estas kondiĉigita de la kondiĉo, ke la celoj kaj operacioj de la koncerna organizo estas kongruaj kun la celoj kaj agadoj de la Monda Komunumo.

3. Se la Konsilio agnoskas, ke privata organizo kun kiu ĝi faris interkonsenton partoprenis en kontraŭleĝaj aŭ maljustaj agadoj, ĝi povas ĉesigi la aranĝon post doni al la organizo ŝancon sin defendi.
