(English version) Chapter 8: World Economic Planning EFFECT AND IMPLEMENTATION OF THE PLAN Article 33 1. After the General Assembly has adopted the World Economic Plan, it shall immediately transmit it to the Plenipotentiary Conference. The Plenipotentiary Conference upon receiving it shall sign it for effect within three days. 2. The World Economic Plan signed by the Plenipotentiary Conference shall enter into effect on the day after its signing. Article 34 1. The Permanent Representatives Plenipotentiary of each Grand-Zone shall issue a directive to implement the World Economic Plan which has entered into force for all the Zones embraced within each Grand-Zone. 2. The constituent Zones of the World Commonwealth must formulate their own economic plans using the World Economic Plan as a prescriptive guideline. Article 35 1. (English version) Chapter 8: World Economic Planning WORLD ECONOMIC PLANNING ORGANIZATION Article 29 1. The World Commonwealth shall establish a World Economic Planning Organization to develop a global economic plan that guarantees ecological sustainability. 2. The World Economic Planning Organization shall be governed by a Senior Board of Directors composed of representatives of the world organizations in each of the key industrial sectors, the Secretary General of the Grand-Zonal Economic Cooperation Council, and other designated members. 3. A Committee of Experts shall be established as an internal organization to provide professional assistance to the operation of the Organization by the Senior Board of Directors. Article 30 1. (English version) Chapter 7: The Sustainability Council   VOTING Article 24 1. Each member of the Council shall have one vote. 2. Decisions of the Council shall be taken by a majority of the members of the  Council present and voting. In case of a tie, the decision will be delegated to the Plenipotentiary Conference. 3. The Council shall solicit comments from the observer member of the Council before making a decision. PROCEDURE Article 25 1. The Council shall be so organized as to be able to function continuously.  2. The Council shall hold periodic meetings at which each of its members may, if it so desires, be presented by some specially designated representative. 3. In addition to holding regular meetings, the Council may meet as necessary in accordance with the regulations. (English version) Chapter 7: The Sustainability Council COMPOSITION Article 20 1. The Sustainability Council (hereinafter in this chapter, referred to as the the council)  shall be composed of 30 Zones and Autonomous Zones of Direct Jurisdiction drawn by the General Assembly. 2. Member of the Council are drawn by lottery for three-year terms. A outgoing member is not eligible to continue being drawn by lottery. 3. Each member of the Council shall be represented by a delegate to the General Assembly. If there is a problem with a delegate to the General Assembly, a substitute may be appointed to represent the Council. 4. The Autonomous Zones of Direct Jurisdiction shall be represented on the Council by the special representative of the Autonomous Zones of Direct Jurisdiction or his/her substitute. (English version) Chapter 6: The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary COMPOSITION Article 17 The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary (hereinafter referred to as the Plenipotentiary Conference) shall be composed of the Permanent Representatives Plenipotentiary elected by the Commons' Conventions of the five Grand-Zones included in the World Commonwealth. DUTIES AND AUTHORITY Article 18 1. The Plenipotentiary Conference shall have duties and authority to act promptly on matters referred to it by the General Assembly and to carry out its resolutions. 2. The Plenipotentiary Conference may propose to the General Assembly any matter within its authority. 3. (English version) Chapter 5: The General Assembly VOTING Article 13 1. Each constituent Zone shall have one vote each in the General Assembly. 2. Voting at the General Assembly shall be based on the independent judgment of each constituent Zone, and shall not be conducted by Grand-Zone or other regional blocs. For this purpose, the seating order of delegates from each constituent Zone in the General Assembly hall shall be determined by lottery for each session. 3. Decisions of the General Assembly shall be taken by a majority of the Zones present and voting. However, decisions on the suspension of the rights and privileges of the constituent Zones and amendments to this Charter shall be made by a two-thirds majority. 4. (English version) Chapter 5: The General Assembly COMPOSITION Article 9 1. The General Assembly of the World Commonwealth shall be the World Commons' Convention. 2. The General Assembly shall consist of all the Zones and the Autonomous Zones of Direct Jurisdiction which constitute the World Commonwealth. Article 10 1. Each Zone shall have one delegate in the General Assembly, elected by the Zonal Commons' Convention. 2. The Joint-Zone shall have one representative on a rotational basis from session to session. However, it is assumed that the Joint-Zone having eight or more member Zones each have two representatives selected from different Zones. 3. Among the member Zones of the Joint-Zone, the member Zones that do not have delegates shall each have one deputy delegate. Deputy delegates do not have voting rights at the General Assembly, but may participate in discussions and express their opinions. 4.
