Chapter 7: The Sustainability Council
COMPOSITION
Article 20
1. The Sustainability Council (hereinafter in this chapter, referred to as the the council) shall be composed of 30 Zones and Autonomous Zones of Direct Jurisdiction drawn by the General Assembly.
2. Member of the Council are drawn by lottery for three-year terms. A outgoing member is not eligible to continue being drawn by lottery.
3. Each member of the Council shall be represented by a delegate to the General Assembly. If there is a problem with a delegate to the General Assembly, a substitute may be appointed to represent the Council.
4. The Autonomous Zones of Direct Jurisdiction shall be represented on the Council by the special representative of the Autonomous Zones of Direct Jurisdiction or his/her substitute. In this case, the provisions of paragraph 2 shall not apply.
5. Each Zone that is not a member of the Council may send one observer to the Council.
DUTIES AND AUTHORITY
Article 21
1. The Council deliberates and makes decisions on the world economic plan developed by the World Economic Planning Organization and proposed by the Plenipotentiary Conference.
2. The Council may submit bills for submission to the General Assembly on matters falling within its jurisdiction.
3. The Council may, in accordance with the rules established by the World Commonwealth, convene meetings of experts on any matter falling within its competence.
Article 22
1. The Council shall supervise and receive periodic reports on the activities of the World Economic Planning Organization, the World Food and Agriculture Organization and the World Natural Resources Organization, the World Environment Programme, and other competent specialized agencies.
2. The Council may take appropriate measures to receive periodic reports from the specialized agencies. The Council may enter into arrangements with member of the World Commonwealth and specialized agencies in order to receive reports on actions taken to implement the recommendations of the Council and of the General Assembly on matters falling within its competence.
3. The Council may communicate its opinion on the aforementioned report to the General Assembly.
Article 23
1. The Council may provide information to other Councils. It shall also assist other Councils when requested to do so.
2. The Council shall carry out the tasks falling within its competence with regard to the implementation of the recommendations of the General Assembly.
3. The Council may, with the approval of the General Assembly, provide services at the request of a member of the World Commonwealth or at the request of a specialized agency.
4. The Council shall perform such other duties as may be prescribed elsewhere in this Charter or conferred upon it by the General Assembly.

Ĉapitro 7: La Konsilio pri Daŭripovo
KOMPONADO
Artikolo 20
1. La Konsilio pri Daŭripovo (ĉi-poste en ĉi tiu ĉapitro, nomata la Konsilio) estas kunmetita de 30 Zonoj kaj Aŭtonomaj Zonoj de Rekta Jurisdikcio desegnitaj de la Ĝenerala Asembleo.
2. Membraj de la Konsilio estas loteriaj por trijaraj periodoj. Eksiĝinta membro ne rajtas daŭre esti tirata per loterio.
3. Ĉiu membro de la Konsilo estas reprezentita de delegito al la Ĝenerala Asembleo. Se estas problemo kun delegito al la Ĝenerala Asembleo, anstataŭanto povas esti nomumita por reprezenti la Konsilion.
4. La Aŭtonomaj Zonoj de Rekta Jurisdikcio estas reprezentitaj en la Konsilio fare de la speciala reprezentanto de la Aŭtonomaj Zonoj de Rekta Jurisdikcio aŭ lia/ŝia anstataŭanto. En ĉi tiu kazo, la dispozicioj de paragrafo 2 ne aplikiĝas.
5. Ĉiu Zono kiu ne estas membro de la Konsilio povas sendi unu observanton al la Konsilio.
DEVOJ KAJ AŬTORITATO
Artikolo 21
1. La Konsilio pri Daŭripovo interkonsiliĝas kaj faras decidojn pri la monda ekonomia plano ellaborita de la Monda Organizo pri Ekonomia Planado kaj proponita de la Plenrajta Konferenco.
2. La Konsilio povas prezenti leĝproponojn por prezenti al la Ĝenerala Asembleo pri aferoj, kiuj apartenas al sia jurisdikcio.
3. La Konsilio povas, konforme al la reguloj starigitaj de la Monda Komunumo, kunvoki kunsidojn de fakuloj pri iu ajn afero, kiu apartenas al sia kompetenteco.
Artikolo 22
1. La Konsilio kontrolas kaj ricevas periodajn raportojn pri la agado de la Monda Organizo pri Ekonomia Planado, la Monda Organizo pri Nutrado kaj Agrikulturo kaj la Monda Organizo pri Naturaj Rimedoj, la Monda Media Programo kaj aliaj kompetentaj fakaj instancoj.
2. La Konsilio povas preni taŭgajn disponojn por ricevi periodajn raportojn de la specialigitaj instancoj. La Konsilio povas fari aranĝojn kun membroj de la Monda Komunumo kaj specialigitaj instancoj por ricevi raportojn pri agoj faritaj por efektivigi la rekomendojn de la Konsilio kaj de la Ĝenerala Asembleo pri aferoj, kiuj apartenas al ĝia kompetenteco.
3. La Konsilio povas komuniki sian opinion pri la menciita raporto al la Ĝenerala Asembleo.
Artikolo 23
1. La Konsilio povas doni informojn al aliaj Konsilioj. Ĝi ankaŭ helpos aliajn Konsiliojn kiam oni petas tion fari.
2. La Konsilio plenumas la taskojn, kiuj apartenas al sia kompetenteco, rilate la efektivigon de la rekomendoj de la Ĝenerala Asembleo.
3. La Konsilio povas, kun la aprobo de la Ĝenerala Asembleo, doni servojn laŭ peto de membro de la Monda Komunumo aŭ laŭ peto de speciala agentejo.
4. La Konsilio plenumas tiajn aliajn devojn kiuj povas esti preskribitaj aliloke en ĉi tiu Ĉarto aŭ donitaj al ĝi de la Ĝenerala Asembleo.
