VOTING
Article 13
1. Each constituent Zone shall have one vote each in the General Assembly.
2. Voting at the General Assembly shall be based on the independent judgment of each constituent Zone, and shall not be conducted by Grand-Zone or other regional blocs. For this purpose, the seating order of delegates from each constituent Zone in the General Assembly hall shall be determined by lottery for each session.
3. Decisions of the General Assembly shall be taken by a majority of the Zones present and voting. However, decisions on the suspension of the rights and privileges of the constituent Zones and amendments to this Charter shall be made by a two-thirds majority.
4. In case of a tie, the matter shall be referred to the Plenipotentiary Conference for decision.
PROCEDURE
Article 14
The General Assembly shall meet twice a year in regular sessions and, when necessary, in special sessions. Special sessions shall be convened by the Plenipotentiary Conference at the request of each Council or at the request of one-third or more of the constituent Zones of the World Commonwealth.
Article 15
1. The General Assembly shall adopt its rules of procedure. The Chairperson and Vice-Chairperson of the General Assembly shall be selected by lottery from among the delegates of each constituent Zone at each session. The constituent Zones with a Chairperson of the General Assembly may not participate in the lottery for Vice-Chairperson.
2. The Chairperson and Vice-Chairperson of the General Assembly shall not have the right to vote at the General Assembly. In this case, the constituent Zone with the Chairperson and Vice-Chairperson of the General Assembly shall vote through its alternate delegate.
Article 16
The General Assembly may establish such subsidiary bodies as it deems necessary for the performance of its duties.

Artikolo 13
1. Ĉiu konsistiga Zono havas po unu voĉon en la Ĝenerala Asembleo.
2. Voĉdonado ĉe la Ĝenerala Asembleo estas bazita sur la sendependa juĝo de ĉiu konsistiga Zono, kaj ne estu farita de Granda-Zono aŭ aliaj regionaj blokoj. Por ĉi tiu celo, la sidiga ordo de delegitoj de ĉiu konsistiga Zono en la Ĝenerala Asembleo-halo estas determinita per loterio por ĉiu sesio.
3. La decidoj de la Ĝenerala Asembleo estas prenitaj per plimulto de la ĉeestantaj kaj voĉdonantaj Zonoj. Tamen, decidoj pri la suspendo de la rajtoj kaj privilegioj de la konsistigaj Zonoj kaj amendoj al ĉi tiu Ĉarto estas faritaj per dutriona plimulto.
4. En kazo de egaleco, la afero estas sendita al la Plenrajta Konferenco por decido.

La Ĝenerala Asembleo kunsidas dufoje jare en regulaj kunsidoj kaj, kiam necese, en specialaj sesioj. Specialaj sesioj estas kunvokitaj de la Plenrajta Konferenco laŭ peto de ĉiu Konsilio aŭ laŭ peto de triono aŭ pli de la konsistigaj Zonoj de la Monda Komunumo.
Artikolo 15
1. La Ĝenerala Asembleo alprenas sian regularon. La Prezidanto kaj Vicprezidanto de la Ĝenerala Asembleo estas elektitaj per loterio el inter la delegitoj de ĉiu konsistiga Zono ĉe ĉiu sesio. Konsistigaj Zonoj kun Prezidanto de la Ĝenerala Asembleo ne rajtas partopreni la loterion por Vicprezidanto.
2. La Prezidanto kaj Vicprezidanto de la Ĝenerala Asembleo ne rajtas voĉdoni en la Ĝenerala Asembleo. En ĉi tiu kazo, la konsistiga Zono kun la Prezidanto kaj Vicprezidanto de la Ĝenerala Asembleo voĉdonas per sia alterna delegito.
Artikolo 16
La Ĝenerala Asembleo povas starigi tiajn helpajn organojn, kiujn ĝi opinias necesaj por la plenumado de siaj devoj.
