Chapter 6: The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary
COMPOSITION
Article 17
The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary (hereinafter referred to as the Plenipotentiary Conference) shall be composed of the Permanent Representatives Plenipotentiary elected by the Commons' Conventions of the five Grand-Zones included in the World Commonwealth.
DUTIES AND AUTHORITY
Article 18
1. The Plenipotentiary Conference shall have duties and authority to act promptly on matters referred to it by the General Assembly and to carry out its resolutions.
2. The Plenipotentiary Conference may propose to the General Assembly any matter within its authority.
3. In addition to the two preceding paragraphs, duties and authority of the Plenipotentiary Conference shall be prescribed by the Charter.
MEETINGS AND DECISIONS
Article 19
1. The Plenipotentiary Conference shall meet regularly once a week during the session of the General Assembly.
2. The Plenipotentiary Conference may meet on an ad hoc basis as necessary, whether in session or out of session of the General Assembly. An extraordinary meeting may be called at the request of any one of the members of the Plenipotentiary Conference or a majority of the constituent Zones of the General Assembly.
3. Decisions of the Plenipotentiary Conference shall be made by a majority vote of at least four members with all five members present. However, a decision on a matter with three affirmative votes shall be put to a vote again after another period of three months.

La Konferenco de la Grand-Zona Konstantaj Reprezentantoj Plenrajtuloj (ĉi-poste nomata Plenrajta Konferenco) estas kunmetita de Konstantaj Reprezentantoj Plenrajtuloj elektitaj de la Komunulojaj Konvencioj de la kvin Grandaj-Zonoj inkluzivitaj en la Monda Komunumo.
DEVOJ KAJ AŬTORITATO
Artikolo 18
1. La Plenrajta Konferenco havas devojn kaj aŭtoritaton por agi tuj pri aferoj al ĝi aligitaj de la Ĝenerala Asembleo kaj plenumi ĝiajn rezoluciojn.
2. La Plenrajta Konferenco povas proponi al la Ĝenerala Asembleo ajnan aferon en sia aŭtoritato.
3. Krom la du antaŭaj alineoj, devoj kaj aŭtoritato de la Plenrajta Konferenco estas preskribitaj de la Ĉarto.
KUNVENOJ KAJ DECIDOJ
Artikolo 19
1. La Plenrajta Konferenco kunvenas regule unufoje semajne dum la sesio de la Ĝenerala Asembleo.
2. La Plenrajta Konferenco povas kunveni ad hoc laŭbezone, ĉu en kunsido aŭ ekster sesio de la Ĝenerala Asembleo. Eksterordinara kunveno povas esti kunvokita laŭ peto de iu el la membroj de la Plenrajta Konferenco aŭ de plimulto de la konsistigaj Zonoj de la Ĝenerala Asembleo.
3. La decidoj de la Plenrajta Konferenco estas farataj per plejmulta voĉdono de almenaŭ kvar membroj kun ĉiuj kvin membroj ĉeestantaj.Tamen decido pri afero kun tri jesaj voĉoj estas denove voĉdonata post alia periodo de tri monatoj.
