(English version) Chapter 3: Principles and Status of constituent Zones, etc. Article 3 1. In achieving the objectives of Article 1, the Organization and its constituent Zones shall act in accordance with the following Principles:  a. The Organization is based on the principle of equality of status among its constituent Zones.  b. All constituent zones must faithfully fulfill their obligations pursuant to this Charter in order to guarantee to all the constituent Zones the rights and benefits that arise from their Zonal status.  c. All constituent Zones shall give all assistance to the World Commonwealth in any action it takes pursuant to this Charter and shall refrain from providing aid to any Zone that is the subject of preventive or coercive action by the World Commonwealth.  d. (English version) Chapter 2: Structure of the World Commonwealth Article 2 1. The entire structure of the World Commonwealth is founded on the sovereignty of the commons of the world. 2. The World Commonwealth is comprised of the Zones and the Grand-Zones that are autonomously governed by sovereign commons, as well as the Zones of Direct Jurisdiction and the Zones of Trust Proxy Governance. 3. A Zone is the smallest unit capable of sending delegates to the World Commons' Convention - World Commonwealth General Assembly. 4. Not more than 12 neighboring Zones may constitute a Joint-Zone, on the basis of a collective agreement, which may, in principle, send one delegate to the World Commons' Convention - World Commonwealth General Assembly. 5.
