(English version) Chapter 21: Global Environmental Observation Article 136 1. The World Commonwealth shall establish Global Environmental Observation Center as auxiliary organs of the General Assembly of the World Commonwealth in key locations, including Antarctica and the Arctic, for the purpose of regular observation of the global environment. 2.
