Chapter 19: The Social and Cultural Council
VOTING
Article 127
1. Each member Zone of the Social and Cultural Council shall have one vote.
2. Decisions of the Social and Cultural Council shall be made by a majority of the menber Zones present and voting.
PROCEDURE
Article 128
The Social and Cultural Council shall appoint permanent or temporary committees in social fields, a committee on the promotion of human rights, and such other committees as may be necessary for the performance of its functions.
Article 129
The Social and Cultural Council shall invite any constituent entity of the World Commonwealth, other than memebers of the Council, to participate, without voting rights, in the deliberations on matters which concern it specifically. Any constituent entity of the World Commonwealth, other than member Zones of the Council, may request to be included, without voting right, in the deliberations on any matter which specifically concerns it.
Article 130
1. The Social and Cultural Council may, whenever it deems necessary, invite representatives of the specialized agencies to participate, without voting rights, in its deliberations and in those of the committees it may appoint. Representatives of the Council may also, whenever it deems necessary, participate in the deliberations of the specialized agencies.
2. The Social and Cultural Council may make appropriate arrangements for consultation with privare organizations concerned with matters within its competence, either directly with private organizations or, where appropriate, after consultation with the constituent entities of the World Commonwealth concerned, with private organizations within those entities.
Article 131
1. The Social and Cultural Council shall adopt its own rules of procedure, including the method for selecting its Chair.
2. The Social and Cultural Council shall meet as necessary in accordance with its rules. These rules shall include provision for the convening of meetings at the request of a majority of the member Zones of the Council.

2. La decidoj de Socia kaj Kultura Konsilio estas farataj per plimulto de la membraj Zonoj ĉeestantaj kaj voĉdonantaj.

Artikolo 128
La Socia kaj Kultura Konsilio nomumas konstantajn aŭ provizorajn komitatojn en sociaj kampoj, komitaton pri la akcelo de homaj rajtoj, kaj tiajn aliajn komitatojn, kiuj estos necesaj por la plenumado de siaj funkcioj.
Artikolo 129
La Socia kaj Kultura Konsilio invitas ĉiun konsistigan enton de la Monda Komunumo, krom membroj de la Konsilio, partopreni, sen voĉdonrajto, en la diskutadoj pri aferoj, kiuj koncernas ĝin specife. Ĉiu konsistiga ento de la Monda Komunumo, krom membraj Zonoj de la Konsilio, povas peti esti inkluzivita, sen voĉdonrajto, en la diskutoj pri iu ajn afero, kiu specife koncernas ĝin.
Artikolo 130
1. La Socia kaj Kultura Konsilio povas, kiam ĝi opinias necesa, inviti reprezentantojn de la specialigitaj instancoj partopreni, sen voĉdonrajto, en siaj interkonsiliĝoj kaj en tiuj de la komitatoj kiujn ĝi povas nomumi. Reprezentantoj de la Konsilio povas ankaŭ, kiam ĝi opinias necesa, partopreni en la interkonsiliĝoj de la specialigitaj instancoj.
2. La Socia kaj Kultura Konsilio povas fari konvenajn aranĝojn por interkonsiliĝi kun privataj organizoj koncernataj pri aferoj de sia kompetenteco, ĉu rekte kun privataj organizoj aŭ, se konvene, post interkonsiliĝo kun la konsistigaj estaĵoj de la koncernaj Mondkomunumaj organizaĵoj, kun privataj organizoj ene de tiuj entoj.
Artikolo 131
1. La Socia kaj Kultura Konsilio alprenas sian propran regularon, inkluzive de la metodo por elekti sian Prezidanton.
2. La Socia kaj Kultura Konsilio kunsidas lauxbezone laux siaj reguloj. Ĉi tiuj reguloj inkluzivas provizojn por kunvoko de kunvenoj laŭ peto de plimulto de la membraj Zonoj de la Konsilio.
