Article13-16

(English version) Chapter 5: The General Assembly VOTING Article 13 1. Each constituent Zone shall have one vote each in the General Assembly. 2. Voting at the General Assembly shall be based on the independent judgment of each constituent Zone, and shall not be conducted by Grand-Zone or other regional blocs. For this purpose, the seating order of delegates from each constituent Zone in the General Assembly hall shall be determined by lottery for each session. 3. Decisions of the General Assembly shall be taken by a majority of the Zones present and voting. However, decisions on the suspension of the rights and privileges of the constituent Zones and amendments to this Charter shall be made by a two-thirds majority. 4. In case of a tie, the matter shall be referred to the Plenipotentiary Conference for decision. (English version) Chapter 5: The General Assembly COMPOSITION Article 9 1. The General Assembly of the World Commonwealth shall be the World Commons' Convention. 2. The General Assembly shall consist of all the Zones and the Autonomous Zones of Direct Jurisdiction which constitute the World Commonwealth. Article 10 1. Each Zone shall have one delegate in the General Assembly, elected by the Zonal Commons' Convention. 2. The Joint-Zone shall have one representative on a rotational basis from session to session. However, it is assumed that the Joint-Zone having eight or more member Zones each have two representatives selected from different Zones. 3. Among the member Zones of the Joint-Zone, the member Zones that do not have delegates shall each have one deputy delegate. Deputy delegates do not have voting rights at the General Assembly, but may participate in discussions and express their opinions. 4. (English version) Chapter 4: Organs Article 7 1. The core organ  of the World Commonwealth shall be the General Assembly (World Commons' Convention). 2. The principal organs of the World Commonwealth shall be the Conference of the Grand-Zonal Permanent Representatives Plenipotentiary, the Sustainability Council, the Peace Council, the Judicial Council, the Social and Cultural Council, the Board of Human Rights Review and Enforcement and the Charter Council. 3. The Secretariat and other permanent or temporary subsidiary bodies deemed necessary may be established by resolution of the General Assembly in accordance with the Charter. Article 8 The World Commonwealth shall not place any restrictions on the eligibility of persons to participate on equal terms in any position, irrespective of gender or sexual orientation or disability, in its principal and subsidiary organs and other institutions, and shall eliminate any practice that results in such restrictions.
