(English version) Chapter 5: The General Assembly VOTING Article 13 1. Each constituent Zone shall have one vote each in the General Assembly. 2. Voting at the General Assembly shall be based on the independent judgment of each constituent Zone, and shall not be conducted by Grand-Zone or other regional blocs. For this purpose, the seating order of delegates from each constituent Zone in the General Assembly hall shall be determined by lottery for each session. 3. Decisions of the General Assembly shall be taken by a majority of the Zones present and voting. However, decisions on the suspension of the rights and privileges of the constituent Zones and amendments to this Charter shall be made by a two-thirds majority. 4. In case of a tie, the matter shall be referred to the Plenipotentiary Conference for decision.
