Chapter 25: Secretariat and Personnel Council
Secretariat
Article 152
The Secretariat shall consist of a Chief Secretary and such staff as the Organization may require. The Chief Secretary shall be appointed and dismissed by the General Assembly of the World Commonwealth. The Chief Secretary shall be the head of the administrative staff of the Organization.
Article 153
The Chief Secretary shall report annually on the activities of the Secretariat to the General Assembly and to The Conference of the Grand-Zonal Permanent Representatives Plenipotentiary
Article 154
1. In carrying out their duties, the Chief Secretary and staff shall not seek or receive instructions from any of the World Commonwealth's constituent entities or from any other authority outside the Organization.They shall refrain from any action that may prejudice their status as civil officials responsible only to the Organization.
2. Each constituent entity of the World Commonwealth shall respect the exclusively transnational nature of the responsibilities of the Chief Secretary and staff and shall not seek to influence them in the discharge of their responsibilities.
Personnel Council
Article 155
1. The Personnel Council shall be responsible for the personnel and disciplinary matters of all Secretariat staff, except the the Chief Secretary.
2. The members of the Personnel Council shall be appointed by the General Assembly.
Article 156
1. In carrying out its duties, the Personnel Council shall not seek or receive instructions from any of the World Commonwealth's constituent entities or from any other authority outside the Organization.
2. Each constituent entity of the World Commonwealth shall not attempt to influence the Personnel Council's judgment in the discharge of its responsibilities.
Article 157
1. The staff shall be appointed by the Chief Secretary upon the nomination of the Personnel Council.
2. The Personnel Council's primary consideration in determining the employment, affiliation and conditions of service of staff shall be the need to ensure the highest standards of discernment and integrity of transnational civil servants. Due regard shall be given to the importance of fair recruitment of staff on as wide a geographical basis as possible.

Artikolo 152
La Sekretariejo konsistas el Ĉefsekretario kaj tia personaro, kiun la Organizo povas postuli. La Ĉefa Sekretario estas nomumita kaj eksigita de la Ĝenerala Asembleo de la Monda Komunumo.
Artikolo 153
La Ĉefsekretario raportas ĉiujare pri la agado de la Sekretariejo al la Ĝenerala Asembleo kaj al la Konferenco de la Grand-Zona Konstanta Reprezentantoj Plenrajtuloj.
Artikolo 154
1. En la plenumado de siaj devoj, la Ĉefsekretario kaj personaro ne devas serĉi aŭ ricevi instrukciojn de iu el la konsistigaj estaĵoj de la Monda Komunumo aŭ de iu ajn alia aŭtoritato ekster la Organizo. Ili detenu sin de ajna agado kiu povas malhelpi ilian statuson kiel civilaj oficistoj respondeca nur al la Organizo.
2. Ĉiu konsistiga ento de la Monda Komunumo respektu la ekskluzive transnacian naturon de la respondecoj de la Ĉefa sekretario kaj dungitaro kaj ne klopodu influi ilin en la plenumo de iliaj respondecoj.
Personaro-Konsilio
Artikolo 155
1. La Dungitara Konsilio respondecas pri la personaro kaj disciplinaj aferoj de ĉiuj Sekretariaj dungitoj, krom la Ĉefa Sekretario.
2. La membroj de la Personaro-Konsilio estas nomumitaj de la Ĝenerala Asembleo.
Artikolo 156
1. En la plenumado de siaj devoj, la Personaro-Konsilio ne serĉas aŭ ricevas instrukciojn de iu el la konsistigaj estaĵoj de la Monda Komunumo aŭ de iu ajn alia aŭtoritato ekster la Organizo.
2. Ĉiu konsistiga ento de la Monda Komunumo ne klopodu influi la juĝon de la Personaro-Konsilio en la plenumo de siaj respondecoj.
Artikolo 157
1. La dungitaro estas nomumita de la Ĉefsekretario laŭ la nomumo de la Dungitara Konsilio.
2. La ĉefa konsidero de la Personaro-Konsilio en determini la dungadon, aliĝon kaj servokondiĉojn de dungitaro devas esti la bezono certigi la plej altajn normojn de diskerteco kaj integreco de transnaciaj ŝtatoficistoj. Oni devas konsideri la gravecon de justa varbado de dungitoj sur kiel eble plej larĝa geografia bazo.
