Chapter 22: Space Exploration

BASIC PRINCIPLES

Article 139

1. The exploration and use of outer space, including celestial bodies, is a universal activity carried out through the World Commonwealth for the benefit of all mankind.

2. The provisions of the preceding paragraph shall not impair the right of any member of the World Commonwealth or private exploration organization to freely explore outer space, including celestial bodies, without discrimination of any kind, on a basis of equality and in accordance with this Charter and other relevant treaties.

3. Outer space, including celestial bodies, does not belong to anyone. It is therefore not subject to the exclusive appropriation of any person by claims of sovereignty or ownership, by use or occupation or by any other means.

4. Outer space, including celestial bodies, shall be used exclusively for peaceful purposes by all members of the World Commonwealth. The establishment of military bases, military installations and defensive facilities, the testing of weapons of all types, and the conducting of military exercises shall be prohibited on celestial bodies. The use of any equipment or facilities necessary for the peaceful exploration of celestial bodies is not prohibited.

5. The details of the exploration and use of outer space, including celestial bodies, shall be determined only by treaty, in accordance with this Charter.

WORLD COMMONWEALTH SPACE AGENCY

Article 140

1. The World Community establishes a World Commonwealth Space Agency to oversee space exploration.

2. The Agency referred to in the preceding paragraph shall be a co-managing organ of the General Assembly.

Article 141

1. The Agency referred to in the preceding Article shall have the following tasks:

a. Formulate a world space exploration program and implement it in cooperation with the constituent entities of the World Commonwealth or private exploration organizations.

b. Operate a World Commonwealth Space Station.

c. Provide technical support to space exploration by the constituent entities of the World Commonwealth or private exploration organizations.

d. Conduct independent research on outer space, including celestial bodies.

2. The Agency may request the assistance of the World Commonwealth Aerospace Guard, as necessary, in carrying out the tasks referred to in the preceding paragraph.

Artikolo 139

1. La esplorado kaj uzado de la kosma spaco, inkluzive de ĉielaj korpoj, estas universala agado farita per la Monda Komunumo por la profito de la tuta homaro.

2. La dispozicioj de la antaŭa paragrafo ne malhelpas la rajton de iu ajn membro de la Monda Komunumo aŭ de privata esplora organizo libere esplori la kosman spacon, inkluzive de ĉielaj korpoj, sen ia diskriminacio, surbaze de egaleco kaj konforme al ĉi tiu Ĉarto kaj aliaj koncernaj traktatoj.

La uzo de ajna ekipaĵo aŭ instalaĵoj necesaj por la paca esplorado de ĉielaj korpoj ne estas malpermesita.

5. La detaloj de la esplorado kaj uzado de la kosma spaco, inkluzive de ĉielaj korpoj, estas determinitaj nur per traktato, konforme al ĉi tiu Ĉarto.

MONDA KOMUNUMA SPACA AGENTEJO

Artikolo 140

1. La Monda Komunumo establas Mondan Komunuman Spacan Agentejon por kontroli kosmoesploron.

2. La Agentejo menciita en la antaŭa alineo estas kunadministra organo de la Ĝenerala Asembleo.

Artikolo 141

1. La Agentejo menciita en la antaŭa Artikolo havas la jenajn taskojn:

a. Formuli mondan kosmoesploran programon kaj efektivigu ĝin kunlabore kun la konsistigaj entoj de la Monda Komunumo aŭ privataj esploraj organizoj.

b. Funkcii Mondan Komunuma Kosmostacio.

c. Provizu teknikan subtenon al kosmoesploro de la konsistigaj estaĵoj de la Monda Komunumo aŭ privataj esploraj organizoj.

d. Faru sendependajn esplorojn pri kosma spaco, inkluzive de ĉielaj korpoj.

2. La Agentejo povas peti la helpon de la Monda Komunuma Aerospaca Gvardio, laŭbezone, por plenumi la taskojn menciitajn en la antaŭa paragrafo.
