Chapter 19: The Social and Cultural Council
COMPOSITION
Article 122
1. The Social and Cultural Council shall consist of 30 Zones and Autonomous Zones of Direct Jurisdiction of the World Commonwealth selected by lottery at the General Assembly.
2. The member Zone of the Council shall be selected by lottery for a term of three years. The retiring member Zones are not eligible to continue being drawn by lottery.
3. Each member Zone of the Council shall be represented by a delegate of the General Assembly. In the event that a delegate of the General Assembly is unable to serve, the member Zone may be represented by an alternate.
4. A Autonomous Zones of Direct Jurisdiction shall be represented on the Council by a special representative of the Autonomous Zones of Direct Jurisdiction or his/her alternate. In this case, the provisions of paragraph 2 shall not apply.
5. Each Zone the World Commonwealth that is not a member of the Council may send one observer to the Council.
Article 123
The Social and Cultural Council may establish specialized agencies to carry out the necessary tasks from a professional point of view in the social, cultural, educational and health fields and related areas.
Article 124
1. The Council may undertake or initiate studies and reports on social, cultural, educational, health and related matters and may make recommendations on these matters to the General Assembly, the constituent entities of the World Commonwealth and the specialized agencies concerned.
2. The Council may make recommendations with a view to promoting respect for and observance of human rights and fundamental freedoms for all.
3. The Council may prepare world legislation for submission to the General Assembly on matters within its competence.
4. The Council may convene conferences of experts and practitioners on matters within its competence, in accordance with rules established by the World Commonwealth.
Article 125
The Council may provide information to the Peace Council. The Council shall also assist the Peace Council upon its request.
Article 126
1. The Council shall carry out the tasks that fall within its competence with regard to the implementation of the recommendations of the General Assembly.
2. The Council may, with the approval of the General Assembly, provide services at the request of any constituent entity of the World Commonwealth or at the request of any specialized agency.
3. The Council shall perform such other duties as may be prescribed elsewhere in this Charter or conferred upon it by the General Assembly.

Artikolo 122
1. La Socia kaj Kultura Konsilio konsistas el 30 Zonoj kaj Aŭtonomaj Zonoj de Rekta Jurisdikcio de la Monda Komunumo elektitaj per loterio ĉe la Ĝenerala Asembleo.
2. La membra Zono de la Konsilio estas elektata per loterio por tri jaroj. La retiriĝantaj membraj Zonoj ne rajtas daŭre esti tirataj per loterio.
3. Ĉiu membra Zono de la Konsilio estas reprezentita de delegito de la Ĝenerala Asembleo. En la okazo, ke delegito de la Ĝenerala Asembleo ne povas servi, la membra Zono povas esti reprezentita de anstataŭanto.
4. Aŭtonomaj Zonoj de Rekta Jurisdikcio estas reprezentita en la Konsilio de speciala reprezentanto de la Aŭtonomaj Zonoj de Rekta Jurisdikcio aŭ lia anstataŭanto. En ĉi tiu kazo, la dispozicioj de paragrafo 2 ne aplikiĝas.
5. Ĉiu Zono de la Monda Komunumo, kiu ne estas membro de la Konsilio, povas sendi unu observanton al la Konsilio.
Artikolo 123
La Socia kaj Kultura Konsilio povas starigi fakajn instituciojn por plenumi la necesajn taskojn el profesia vidpunkto en la socia, kultura, eduka kaj sana kampoj kaj rilataj areoj.
Artikolo 124
1. La Konsilio povas fari aŭ iniciati studojn kaj raportojn pri sociaj, kulturaj, edukaj, sanaj kaj rilataj aferoj kaj povas fari rekomendojn pri tiuj aferoj al la Ĝenerala Asembleo, la konsistigaj entoj de la Monda Komunumo kaj la koncernaj specialigitaj instancoj.
2. La Konsilio povas fari rekomendojn por antaŭenigi respekton kaj observadon de homaj rajtoj kaj fundamentaj liberecoj por ĉiuj.
3. La Konsilio povas prepari mondan leĝaron por prezenti al la Ĝenerala Asembleo pri aferoj de sia kompetenteco.
4. La Konsilio povas kunvoki konferencojn de fakuloj kaj praktikistoj pri aferoj de sia kompetenteco, konforme al reguloj starigitaj de la Monda Komunumo.
Artikolo 125
La Konsilio povas doni informojn al la Packonsilio. La Konsilio ankaŭ helpas la Konsilio pri Paco laŭ ĝia peto.
Artikolo 126
1. La Konsilio plenumas la taskojn, kiuj apartenas al sia kompetenteco, rilate la efektivigon de la rekomendoj de la Ĝenerala Asembleo.
2. La Konsilio povas, kun la aprobo de la Ĝenerala Asembleo, doni servojn laŭ la peto de iu konsistiga ento de la Monda Komunumo aŭ laŭ la peto de iu speciala agentejo.
3. La Konsilio plenumas tiajn aliajn devojn kiuj povas esti preskribitaj aliloke en ĉi tiu Ĉarto aŭ donitaj al ĝi de la Ĝenerala Asembleo.
