(English version) Chapter 13: Peaceful Settlement of Disputes THE JUDICIAL COUNCIL Article 69 1. The Judicial Council shall be the sole and final authority to hear appeals against decisions of the Grand-Zonal Judicial Commission. 2. The Judicial Council shall be established whenever an appeal is filed, solely to hear the case in question. 3. The Judicial Council shall be composed of nine Zones, selected by lottery by the General Assembly from among the Zones included in the Grand-Zone in which the party to the appeal is not included. 4. Each member Zone of the Judicial Council shall appoint one representative judge to hear the appeal. (English version) Chapter 13: Peaceful Settlement of Disputes GENERAL PROVISIONS Article 64 1. When any Zone concerned that recognizes the occurrence of a dispute between Zones constituting the World Commonwealth or between forces within a Zone that could lead to armed conflict, it must notify the Peace Council, the General Assembly and the Plenipotentiary Conference of the occurrence of the dispute. 2. When a territorial subject not included in the World Commonwealth recognaizes the occurrence of a dispute that could lead to armed conflict to which it is a party, it may request the Peace Council and the General Assembly to settle the dispute, provided that it accepts in advance the obligation for peaceful settlement of the dispute as provided for in this Charter.
