Chapter 12: The Peace Council
COMPOSITION
Article 56
1. The Peace Council shall be composed of 15 member zones and an equal number of associate member Zones drawn by the General Assembly from among the constituent Zones of the World Commonwealth.
2. The member Zones and associate member Zones are both drawn by lottery for two-year terms. The retiring member Zones and associate member Zones are not eligible to continue being drawn by lottery. However, this does not apply if the member Zone is subsequently chosen to the associate member Zone, or if the associate member Zone is subsequently chosen to the member Zone.
3. Each member Zone and associate member Zone shall be represented by a delegate to the General Assembly. If there is a problem with a delegate to the General Assembly, a substitute may be appointed to represent the Council.
4. The Autonomous Zones of Direct Jurisdiction shall be represented on the Council by the special representative of the Autonomous Zones of Direct Jurisdiction or his/her substitute. In this case, the provisions of paragraph 2 shall not apply.
DUTIES AND POWERS
Article 57
1. The Peace Council shall have the authority to assist in the formulation of disarmament plans and to supervise their implementation by the constituent Zones that are the legal successors of former sovereign states, in accordance with a treaty to be established separately, in order to abolish the armaments of the former sovereign states and to establish a permanent peace.
2. The Council shall directly carry out the elimination of weapons of mass destruction, including nuclear weapons, in accordance with a treaty to be established separately. For this purpose, the Council shall establish, as a permanent subordinate organ, the Committee on the Abolition of Weapons of Mass Destruction.
Article 58
1. In exercising its powers under paragraph 1 of the preceding article, the Council shall act in accordance with the purposes and principles of the World Commonweajth. The specific powers vested in the Council for that purpose are set forth in this Charter.
2. The Council shall submit annual reports and, when necessary, special reports to the General Assembly for consideration.
3. The Council shall report from time to time on its activities upon the request of the Plenipotentiary Conference.
Article 59
The constituent Zones of the World Commonwealth and their peoples are obliged to unconditionally accept the decisions of the Council in accordance with this Charter and to promptly implement them.

1. La Konsilio pri Paco konsistas el 15 membraj Zonoj kaj egala nombro da asociaj membraj Zonoj elprenitaj de la Ĝenerala Asembleo el inter la konsistigaj Zonoj de la Monda Komunumo.
2. La membro-Zonoj kaj asociaj membraj Zonoj estas ambaŭ loteriaj por dujaraj esprimoj. La retiriĝantaj membraj Zonoj kaj asociaj membraj Zonoj ne estas elekteblaj por posta reelekto. Tamen tio ne validas se la membra Zono poste estas elektita al la asocia membra Zono, aŭ se la asocia membra Zono estas poste elektita al la membra Zono.
3. Ĉiu membra Zono kaj asocia membra Zono estas reprezentataj de delegito al la Ĝenerala Asembleo. Se estas problemo kun delegito al la Ĝenerala Asembleo, anstataŭanto povas esti nomumita por reprezenti la Konsilion.
4. La Aŭtonomaj Zonoj de Rekta Jurisdikcio estas reprezentitaj en la Konsilio fare de la speciala reprezentanto de la Aŭtonomaj Zonoj de Rekta Jurisdikcio aŭ lia/ŝia anstataŭanto. En ĉi tiu kazo, la dispozicioj de paragrafo 2 ne aplikiĝas.

Artikolo 57
1. La Konsilio pri Paco havas la aŭtoritaton helpi en la ellaborado de malarmadaj planoj kaj kontroli ilian efektivigon fare de la konsistigaj Zonoj kiuj estas la laŭleĝaj posteuloj de iamaj suverenaj ŝtatoj, konforme al traktato starigota aparte, por abolicii la armilarojn de la iamaj suverenaj ŝtatoj kaj starigi konstantan pacon.
2. La Konsilio rekte efektivigas la forigon de amasdetruaj armiloj, inkluzive de nukleaj armiloj, konforme al traktato aparte starigata. Tiucele la Konsilio establas, kiel konstantan suban organon, la Komitaton pri Forigo de Amasa Detruo-Armiloj.
Artikolo 58
1. Ekzercante siajn povojn laŭ paragrafo 1 de la antaŭa artikolo, la Konsilio agas konforme al la celoj kaj principoj de la Monda Komunumo. La specifaj potencoj donitaj al la Konsilio por tiu celo estas fiksitaj en ĉi tiu Ĉarto.
2. La Konsilio prezentas jarajn raportojn kaj, kiam necese, specialajn raportojn al la Ĝenerala Asembleo por konsidero.
3. La Konsilio raportas de tempo al tempo pri siaj agadoj laŭ la peto de la Plenrajta Konferenco.
Artikolo 59
La konsistigaj Zonoj de la Monda Komunumo kaj iliaj popoloj estas devigataj senkondiĉe akcepti la decidojn de la Konsilio konforme al ĉi tiu Ĉarto kaj tuj efektivigi ilin.
