(English version) Chapter 12: The Peace Council VOTING Article 60 1. Each member Zone and associate member Zone of the Peace Council shall have one vote. 2. Decisions of the Peace Council shall be made by an affirmative vote of more than two-thirds of the member Zones and th majority of the associate member Zones. 3. Decisions of the Peace Council on matters of high urgency shall be made by a majority vote of the member Zone and the associate member Zone. In this case, the determination as to whether or not there is an emergency shall be decided by two-thirds or more of the the member Zones. 4. In dispute cases, Zones recognized as parties to the conflict must abstain from any decisions of the Peace Council regarding the dispute. Regarding the recognition of parties to a dispute, the provisions of paragraph 2 shall apply. 5. Decisions of the Peace Council on procedural matters shall be taken by a two-thirds vote in favor of the member Zone and the associate member Zone. PROCEDURE...
